Ideally, the federal government would set technologi- cal standards for projects receiving federal funding that are specific enough to allow for the development of economies of scale, yet broad enough to allow for competition among various potential suppliers. As referenced in the discussion about pub- lic-private coordination, actions by freight railroads can have a large impact on the performance of passenger rail service. As the federal government issues financial grants to states for high speed rail, the Federal Railroad Administration has developed guidelines to ensure that federal funds will benefit passenger service and not just freight service.
