Suppressed the free press Justification: Anything to save the Union 1863: N starts conscription (the draft) Need more soldiers! Enlistments are down on both sides Rich people can hire substitutes, but not quite as devastating for the poor as in the south 7/13 – 7/16 1863: NYC Draft Riots: People in New York City are angry about the draft – they don’t want to go Brutal riots
