Horrendously and Ridiculously Long APUSH 1 st Semester Notes Part 3 The New Gov – Precedents and the President Election of 1789: George Washington is the only candidate – no campaign, unanimous electoral vote Marches in long procession from Mt. Vernon to the capitol in NY and hailed as hero Sets many precedents: The Cabinet: makes meetings with the heads of the departments Not based on the Constitution, he just made it up Includes: Secretary of State (Thomas Jefferson) Secretary of Treasury (Alexander Hamilton) Secretary of War (Henry Knox) Serving two terms Title of “Mr. President” (not “Your Excellency the Honorable Blah Guy”) Farewell Address Isolationism (neutral, apart from world affairs) 1789: Congress meets for the 1 st time. Elects reps Creates Bill of Rights (promised for ratification of Const, not actually written until after) #9 most important cuz it kept rights not specifically mentioned (so says Madison) Passes a protective tariff Set up Judiciary Act of 1789 Creates court system based on Const. Supreme Court: 6 justices, one of which is the chief justice (John Jay) Set up Attorney General Washington appoints all of them, and Congress approves all of them Hamilton VS Jefferson – two strange cats in a box (or a Cabinet) Alexander Hamilton the man Saw himself as a prime minister figure (though that’s wrong) Very “in your face” to the other cabinet members (esp. Jefferson) EVERYTHING was to strengthen the federal government No allegiance to any state – just the nation as a whole Happened to be a financial genius Hamilton’s Economic Plan Restore Credit (internationally): US has lots of debt to England. We’ve defaulted. Wants to pay it back ASAP
Also owe American lenders lots of money Wants to pay back VERY SLOWLY so that the wealthy are tied to the government Debt is good. It secures loyalty. Insists that federal gov absorbs state debts But VA already paid off their debt! No fair! Hamilton insists – it will tie lenders to the states to the natl. gov. South hates this bill Jefferson makes deal with Hamilton to make this pass Will help pass the bill if the new capitol is moved in the S – dumb bargain on Jefferson’s part Protective taxes Needs to pay off the 75 million that the US is in debt – debt may be good, but too much debt sucks eggs on pizza Likes the tax passed by Congress on imports in the beginning Raises revenue Protects American industries Thought America would be an industrial nation someday – criticized for it Whiskey Excise Tax: tax on a product made in our own country 7 cents per gallon Hits mostly the frontier people who make the whiskey 1791: National Bank of America Based on the bank of England Chartered by gov w/ 10 mill capital.
