Congress has to give the bureaucracy a bigger budget. Budgetary laws are never  vetoed.  Congress wants votes.  Individuals leave the interest groups and move to bureaucracy.   o The president      - has the most power in the triangle. There is not a lot  congress of anyone can do to stop his decisions.  o The Supreme Court      - is less than the president; it deals with problems  brought to them. o      - do not have to ask congress on laws.  o Political parties      - have voting power. o The media      – Most of what we learn about politics comes form the media.  More choices. The Constitution: Presidential system  – The president is a separate entity.  Parliamentary system is where the president is a member of congress Federal system  – Shares authority between states and nation government.    Confederation – All governmental authority resides with states or  provinces. Unitary – all authority resides with nation government.
