The Kyoto Protocol entered into force on February 16, 2005, 90 days after the Russian Fed signed… its signature was critical. To enter into force, 55 parties to the UNFCCC were needed, including Annex 1 members accounting for 55% of 1990 world emissions. Currently there are 190 participants, including Annex 1 members accounting for 63.7% of 1990 world emissions. Bush 2 administration – Condie Rice wrote article in Foreign Affairs, arguing Kyoto was one of the worst examples of limiting our power by binding ourselves to treaties that would be damaging. • We unsigned it.
