Liaison Officer The liaison officer will act as a main contributor focusing on communication and coordination among multiple agencies in response to a hurricane mass care operation. The liaison officer is the catalyst that will be the key contributor to resource status, integrated services and matters and policies within various agencies responding to the hurricane (FEMA, 2007). Key Responsibilities: Coordinate response, mitigation and recovery actions among the local authorities, federal agencies, key stakeholders and non-governmental organizations (NGOs). Point of contact and lead contributor to the Federal Coordinating officer (FCO) and for supporting and cooperating agency representatives (AREP). Consult and lead communications and information exchange coordinator integrating multiple agencies. Identify interagency problems and report limitations, capabilities and deficiencies among multiple agencies
Safety Officer The Safety Officer is the lead contributor and official monitoring and assessing the safety and welfare of the everyone involved (general public, first responders, media and supporting officials. In the event of a mass hurricane care operation the safety officer would monitor operations and advise to the incident commander (IC) matters that would impact the health and welfare of emergency personnel, essential personnel and the public. Key Responsibilities: Maintain situational awareness and implement guidelines, mitigation actions and standards deflecting risks and threats Ensure the implementation of Safety plans and programs in accordance with all applicable regulations (federal, state/tribal, and local) (FEMA, 2017). Provide updates on casualties, injuries and attrition Ensure oversight and compliance regarding safety regulations and precautions
Public information Officer The public information officer’s responsibilities and role in the event of a hurricane mass care operation would involve producing, presenting and editing press releases and, public service announcements, speeches, articles, and social media posts. This would include pre-evacuation, real-time as well as post storm coverage to maintain a proactive approach which helps to mitigate damage and save lives. Key Responsibilities: Provide updates of the incident to the public using all facets of media flatforms. Communicate crucial and accurate information to the public in a timely manner. Develops and coordinates information exchange within multiple media platforms.
Operations Section Chief The operations section chief would lead the tactical operations of the hurricane mass care operation. This would include assessing the need for and obtainment of resources. The operations section chief would oversee all facets of the operations section and uphold this responsibilities within the incident action plan (IAP).
