Rachael Petruccelli Review Sheet 1. Great Britain, Russia, Prussia, and Austria made the most decisions during the Congress of VIenna. Prince Klemens von Metternich dominated the Congress. 2. The main goals of the Congress of Vienna was to create a balance of power, restore the monarchy and create a lasting peace. 3. The Congress failed to maintain the power of the monarchs over a long period of time because they underestimated the power of nationalism. 4. The goals of conservatives wanted to preserve traditional ways. Conservatives were usually monarchs, nobility, land owners, or church leaders. The goals of liberals were democratic reform and they opposed the power of the monarchs. Liberals were business owners, bankers, lawyers, writers, or politicians. The goals of nationalists after the Congress of Vienna was the want of independent nation-states that were free from rule. Nationalists bred intolerance and led to the persecution of national; or ethnic minorities.
