History 402 Lecture Notes Russia and Chechnya -the Cold War had began and the attacks started -the IRA did a ceasefire in 1994 but this was not the first time 1. What Went Wrong. -there were many talks about nations not having enough security -for most people the 90s were a wasted time due to the cold war -after the cold war we were looking for a new security system for us to rely on ---we still do not have this mechanism today -neo terrorist activities were being seen in most countries ---terrorism was starting to expand into new territories -those who were fine before were not starting to be attacked 2. Carltons Fantasies and Neo-Metternichian George Bush. -Carlton mentions a neo Metternichian approach to dealing with security ----however this is just a dream of his and was not possible -the entire national system was supposed to be lead by the great powers of europe and the status quo ---no changes should ever happen without consent of the great powers and the countries involved -this concept was to hold the current governments in power through support from others ---this is why any kind of rebellion needed to be stopped -good things about the system: it respected all international relations commissions and allowed for adaptations of them -they thought that it would be fair to call some government criminal if they wanted to be called so -Carlton talks about George Bush being cautious as in power and wanted to act in the last moment and hold off as long as possible ---he thought the soviet union should be kept alive -however mot of the time when he waited it was too long to do anything -however George Bush was quite decisive in what to do on the middle east ---but everywhere else he could no decide the best course of action -Bush is considered neo Metternichian as he did not want his fingerprints anywhere in his activities -europe at the time needed attention as they had all forms of terrorism and they needed help for the future ---however when Bush could not decide what to do this created insecurity 3. After the Wall Fell.
