The second quartile of states, listed in descending order, consists of Georgia, South Carolina, North Carolina, Oklahoma, Virginia, and Florida. We were somewhat surprised that two Deep South states, South Carolina and Georgia, appeared in the second quartile instead of the first. For example, South Carolina still displays the Confederate battle flag in a prominent location on the capitol grounds, and the state is home to many symbols of traditional southern culture like the Citadel and Charleston’s City Market.
