The problem is: Because the agent does not know the geography and
perceives only location and local dirt, and cannot remember what
just happened, it will get stuck forever against a wall when it tries
to move in a direction that is blockedthat is, unless it randomizes.
(c) Without randomization, a simple reﬂex agent cannot go back and
forth scanning the whole area. It will get stuck. With randomization,
at least the robot can make a random walk of the area and have a
non-zero probability of visiting each square, as long as it is possible
