Wholesome ingredients were mixed or replaced with impure, extraneous, or inferior materials. Goal could be to reduce costs and increase profit, to mask decay, etc. Harvey W. Wiley was the chief chemist in what is now the Department of Agriculture. Starting in the 1880s, he studied foods and medicines, and uncovered many cases of food adulteration.
