There is something called Reasonable Adjustment. This means that if a small, quick and inexpensive adjustment can be made to a workplace to accommodate a worker with a disability then it must be made. The shelves could easily be lowered or the supplies kept somewhere else. However, if a company would have to make a major change to their workplace to accommodate a person with a disability (e.g. install an elevator) then it is called Unreasonable Hardship and they would not be expected to do this.
