Gov 3/27 27/03/2008 12:28:00 Reversal of Carter’s human rights policy Increased financial support for very troubled regimes Reagan white house never embraced apartheid in Africa Admin backed off of all Carter’s attempts first stake of Reagan’s approach to 3 rd  world 2 nd : Reagan doctrine: admin’s policy of rollback supporting indigenous anti communist groups oppose revolutions in the making help overthrow existing radical govs built on assumption that military, economic, and political pressure would raise  cost for soviets of supporting regimes…and would lead to overthrowing of  these regimes calls for increased military power in US policy reflected # of considerations o anti communist bent Reagan’s approach (bc it relied on covert warfare) had another constraint: public  opinion reflected limits of public support need to manage public opinion unlikely to support large-scale military intervention by relying on covert, it could limit public debate over policies in 3 rd  world o out of sight, out of mind
