Always inflicting pain on those who don’t have any defense  He argues that sometimes terrorism can be justified  Wilkins Thesis: Terrorism can be justified in certain instances, when taking into consideration  “collective guilt” and self-defense rights.  MAIN EXAMPLE: The Nazi persecution of Jews. “The presecution of the Jews by the Nazis  was so heinous that it seems to me, terrorism on the part of the Jews would have been a  morally justifiable response.”  Support of example:  1) Such terrorism would have focused international attention on the Jewish plight  2) “Striking out in sel-defense is… a morally legitimate action on the part of anyone  who has been condemned to death.”  CONCLUSION  Terrorism is justified as a form of self-defense when:  o All political and legal remedies have been exausted or are inapplicable and  o the terrorism will be directed against members of a community or group which is
