Group 4 Midterm IDs Set 4 Webb-Kenyon Act —passed by the United States Congress in 1913 to enable states to enforce their individual alcohol prohibition laws within their borders. Prior to this, states were frustrated by their efforts to enforce prohibition because they were unable to discriminate against interstate commerce. National Prohibition Act/Volstead Act —October 1919. Provided the detailed procedures for the enforcement of the 18 th Amendment, which had banned the "manufacture, sale, or transportation of intoxicating liquors" in the United States. The Volstead Act also provided enabling legislation for the amendment, treating such matters as the definition of "intoxicating liquors", medicinal use, and criminal penalties. 18 th Amendment —passed state approval on January 16, 1919 by the vote of Nebraska. Went into effect one year later on January 16, 1920. Prohibited the sale, manufacture, transportation, importation, and exportation of intoxicating liquors. 21st Amendment
