The food safety net created by programs such as the Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, has an eligibility threshold of 130% of the federal poverty level, while the TEFAP program which Loaves & Fishes administers has an eligibility threshold of 150% of the federal poverty level. Therefore, Loaves & Fishes is able to provide food to families whose needs aren’t being met by existing community services because they do not qualify for SNAP and yet still have difficulty with affording enough nutritious food to meet their needs. In many cases, the SNAP food allowance is also insufficient to provide enough food for those who receive it, so Loaves & Fishes steps in to fill that gap as well. Finally, according to the most recent data, over 25% of those eligible for SNAP nationwide, do not apply (USDA, 2010). While families may not apply for SNAP and other food assistance for a variety of reasons, we have found that often clients are not aware they qualify.
