He measured the extent of indirect rule by collecting data on the legal system in particular the number of court cases that were determined by the traditional courts, and those heard by British courts. He then codes a variable by dividing the number of colonially recognized customary court cases by the total number of court cases in 1955. James A. Dependent Variables The seven dependent variables are proxies for various types of political development, six of which are compiled by the World Bank for 1997–98. The World Bank indicators range from 2.5 to 2.5 and include variables for (i) state e¤ectiveness, which measures the quality of the public service provision and the bureaucracy; (ii) state stability, which measures perceptions of the likelihood that the government in power will be destabilized or overthrown; (iii) lack of state corruption, which measures the extent to which public power is exercised for public gain; (iv) lack of regulatory burden, which measures freedom from excessive regulation; and (v) rule of law, which measures the incidence of crime, the e¤ectiveness and predictability of the judiciary, and the enforceability of contracts. The democracy variable combines the Freedom House indices of political rights and liberties, inverts the scores, and averages them between di¤erent time periods. As such, the democracy measurement is continuous and ranges from one (least democratic) to thirteen (most democratic). James A. There is no ‘ identi…cation strategy’but the correlations seem robust and are interesting. He …nds the intensity of indirect rule is negatively correlated with all of these variables - more indirect rule, worse governance, less political stability, less democracy. His preferred interpretation of this is along the lines that indirect rule made chiefs and other indigenous rulers more despotic and this despotism was inherited by the independent state. The power of these rulers also reduced the capacity of the central state. James A.
