there is debate about the effectiveness of Japanese
technology systems, Westney (1994) notes that,
during the 1980s, along with an increased use of
foreign models of technology development by Japanese firms, there was also copying in the other
direction. Okimoto and Nishi (1994), studying the
semiconductor industry, are in no doubt that there is
no basis for the view that there is a fundamental
incompatibility between Japanese industrial organization and the country’s capacity to innovate.12
Goto, in this issue, accepts that the country’s ‘national innovation system’ was admirable at developing traditional production techniques, but worries
that it may be less suited to current technologies.
