I. The Age of Jefferson A. Jefferson and Jeffersonianism 1. Due to Jefferson’s critics about some Christian doctrines and his support for the French Revolution, he was portrayed as a radical. 2. Believed that blacks and whites could not live permanently side by side in America 3. As a republican he believed the taxes, armies, and corruption of government could destroy American liberties instead of serving the people. B. Jefferson’s “Revolution” 1. Rejected Hamilton’s idea that a national debt would strengthen the government 2. Jeferson and his sec of treasury, Gallatin, repealed many taxes and slashed expenditures by closing some embassies and reducing the army. 3. Believed that a large military was not necessary since it would not be enough to secure all of the US territory from attack. C. Jefferson and the Judiciary 1. Jefferson was angered that John Adams and Washington only appointed federalists for federal judgeships and supreme justices 2. Jefferson won the appeal of the judiciary act of 1801 which prevented him from appointing a 6th justice to the supreme court 3. In Marbury vs. Madison (1803) - Chief Justice John Marshall ruled that although Madison should have delivered Marbury’s commission, he was under no legal obligation to do so because part of the Judiciary Act of 1789 that had granted the Court the authority to issue such a writ as unconstitutional. a) First time the supreme court asserted its authority of judicial review 4. Jefferson objected neither to judicial review nor to an appointed judiciary, although he challenged the federal use of judicial review for political goals D. Extending the Land: The Louisiana Purchase, 1803 1. The combination of France’s failure to subdue Saint Domingue and the termination of America rights to deposit produce in New Orleans led to the American purchase of Louisiana. 2. The french needed the money for the war in Europe so they decided to sell all of Louisiana, when Jefferson only was trying to buy New Orleans initially.
a) The French agree on a price of 15 million (VERY cheap for the price that doubled the US territory) 3. Jefferson did not know if he should purchase the land because he was a Republican who believed in a strict interpretation of the constitution, which never says explicitly that the government is authorized to acquire new territory. --- But he realized that it was worth it for the nation. 4. Federalists opposed the purchase as well since it would decrease the importance of tehri strongholds on the eastern coast E. The election of 1804 1. The 12th amendment in 804, required separate and distinct ballots in the electoral college for the presidential and vice presidential candidates. 2. George Clinton replaced Burr in the republican candidate for presidency and Jefferson overwhelmingly won the election.
