 organization.
 Often,
 no
 one
 is
 responsible
 for
 the
 overall
 performance

 entire
 process.
 Reengineering
 maintains
 that
 optimizing
 the
 performance

 subprocesses
 can
 result
 in
 some
 benefits,
 but
 cannot
 yield
 dramatic
 improvements
 if
 the
 process
 itself

 inefficient

 outmoded.
