Chukim category of Commandments have to do with us and with mankind generally.
Moses in his final speech to the Children of Israel before their going into the Land of Israel
says. “And it shall come to pass because you listen to these ordinances and keep them and do them, that the Lord thy God shall keep with you the covenant and the mercy which He swore unto your
fathers. And He will love you, and bless you and multiply you. And He will also bless the fruit
of your body and the fruit of the land the corn and the wine and the oil and the increase of your
cattle and the young of the flock in the land which He swore to your fathers to give you………”
(Deut. Ch. 7 V. 12-15). Rabbi S. R. Hirsch in his commentary on these sentences says that it is not a matter of reward
and punishment either for the individual or the nation but as a consequence of the Jewish Nation
