In working class cities like Leeds and Manchester, students are dropping out of high school at a higher rate than ever. Part of the difficulty can be attributed to the large population of Afro-Caribbean’s who recently immigrated to England. It is not that Afro-Caribbean students are not academically capable, they just have difficulty adapting to the UK educational system. One might say that they come to the UK with a lower comparative advantage. As a result of these students dropping out of school, negative externalities such as increased crime rates, poverty, unemployment, rioting, and lower home values have plagued England.
