Legal System The Virginia Court System In Virginia we have four levels of courts: the Supreme Court, the Court of Appeals, the Circuit Court, and the District Courts. We also have magistrates who are judicial officers with authority to issue different types of processes. Source: 1. Magistrates – 2. The District Court – Limited jurisdiction No jury trials Civil matters up to $25,000 in controversy Misdemeanor criminal trials Court not of record Trial de novo 3. Circuit Court -- Virginia’s only court of general jurisdiction. It has original jurisdiction and appellate jurisdiction. Concurrent jurisdiction with General District Court in civil claims over $4500 and up to $25,000. It may hear felony and misdemeanor criminal matters. 4. Court of Appeals – hears appeals from all Circuit Court cases with the exception of death
