#13: Effects of Poverty and Poverty-Reducing Strategies Measuring Poverty in Canada: Absolute Poverty: State of utter destitution; lack of food, safe water, shelter. This is rare in Canada thanks to the social safety net (welfare, food banks). Relative Poverty: Lack conditions of material life that most others in Canada have. Low Income Cut-Off (LICO): Identify income levels below which a household is classified as being in a relatively limited income situation. Causes of Third World Poverty: Trade: Third world countries lose out through: Unfair trade agreements Lack of technology and investment Rapidly changing prices for their goods (inflation) Work and Globalization Debt War and Conflict Land: Lack of natural resources, productive land Healthcare Lack of Food Education Gender Issues Key Terms: Before-Tax Income: Total annual income before federal and provincial taxes are deducted. After-Tax Income: Total annual income after federal and provincial taxes are deducted. Poverty Line: The unofficial term used for the Statistics Canada low income cut-off (also referred to as LICO’s).
