Rationalization needs both coordination & competition. Participation of foreign investment is important. Rationalization of airports is more difficult because private investment is restricted. Zhuhai airport is insolvent & cooperation with HK may be a solution. Policy Co-ordination Fear of Marginalisation Public opinion is in favour of “Superfortress HK”, which is incompatible with long term integration as a large number of HK residents may relocate to the mainland in a decade or two. This means more crossborder marriages and more children who have the right of abode. Govt. officials cannot plan when & where & with whom individuals will marry.
