In August 2007, Russian explorers, guided by the scientist and Vice-President of the Russian Parliament, Artur Tsjilingarov, planted their national flag at the bottom of the ocean, at a depth of more than 4,000 metres, after an expedition aimed at emphasizing Moscow's aspirations for Arctic territory. Russia argues that the underwater Lomonosov Ridge is an extension of its continental territory. Tsjilingarov affirmed that the Arctic has always been Russian and it will remain Russian.
