Makes it very difficult to come to international agreements over terrorists – when the US asks another country to freeze a group’s assets, the country can deny US because they don’t consider them terrorists. State Department definition of terrorism: Premeditated, politically motivated violence perpetrated against non- combatant targets by subnational groups or clandestine agents, usually intended to influence an audience. Non- combatants: civilian or military who are unarmed, not on duty, in an area where a state of military hostilities not does exist. State Dept. judges action of harming non- combatants, not motivation. Instructor’s definition of terrorism: Political terrorism is a set of illegal activities carried out by militant elements within a discontented community for political and/or religious gains.
