Phil Barnes- 100905355 Research Proposal: Final Essay Prof: William Walters PSCI- 1100 B(07) TA: Yevgenia Kramchenkova March 13, 2013 1. Title - The Inherent Problem of Totalitarianism: how strict social and military control over a domestic state leads to unsustainable government in an increasingly liberal demo- cratic world. 2. Class Authors - George Orwell (Primary) --> help explain the foundations/ main proponents of totali- tarianism. - Robert Dahl (Secondary) --> shows the opposing view/ideals that the people not in favor of the current totalitarian government (Chile) had. 3. Research Question - The main point in the paper will be to discuss how totalitarian ideals in practice ultimately lead to the dismantling of these controlling governments. Using George Or- well’s description of a totalitarian government, this essay will connect the government control’s exhibited in his 1984 novel to the Pinochet regime seen in Chile from 1974- 1990. In addition, I will also use Dahl’s view of a pluralist government, one devoid of a single power, to highlight how a non-totalitarian government could potentially have been able to avoid these problems. The main argument inherent throughout the paper will be that because the government clamps down on many different sectors in the country, there will always be groups of people willing to stimulate change at the highest level of government.This leads to conflict, and ultimately the toppling of the totalitarian regime. 4. Plan - This paper will use political theory as sources to outline a parallel between Chile and the outside world, such as Dahl and Orwell, as well as the works of researchers focused on Chile domestically. In addition, I will try to find primary works that have been written by Chilean journalists/ researchers who lived through the crisis who could best describe how the rule was under Pinochet. Ideally, I hope to find works that were written before, during and after his rule to create a timeline showing how the problems created by totalitarian rule could have potentially been avoided. -Structure of the Paper
