Austria was an obstacle, rival to the Prussians Would never allow Germany to be united under Prussia Bismarck wanted one powerful country instead of the smaller broken up German states Bismarck organized northern German states under Prussian dominance and then took on and defeated Austria Once Austria defeated, Bismarck assured France that Prussia was in control Sense of distrust Bismarck sent telegram to Napoleon III, that he was so offensive to the French public and outraged the French. Started a war between Prussia and France Over the previous decade, Prussian army had turned itself into the largest most modern army in the world, 1.2 million soldiers to France’s 400,000 Prussians had much more technically advanced weapons French had always allowed the army to become complacent and inefficient France declared war on Prussia Before French army could even mobilize, Germany had used its railway system to move its army from the north to the south very rapidly Within a month, the important French fortress of Metz was cut off from the French by the Germans
