R E S P O N S E   TO   MI L I TA RY   B U I L D - U P This paper will analyze the potential response to a hypothetical situation circa 2010  where the United States, the only super power, must decide on what to do regarding a  large-scale military buildup that China is engaging in.  This situation will be analyzed from both the perspectives of Neo-Realist and  constructivist analysis. All factors and ideologies will be taken into consideration to  prove the proper response to the above mentioned situation. For the purpose of this  paper, the current economic, geographic, and other physical features are assumed to be  constant with circa 2010 features. THE RESPONSE FROM A NEO-REALIST In the eyes of a neo-realist, maintaining security is the above all values that is held.  When a specific situation jeopardizes security, everything must be done to insure  otherwise. In the above mentioned situation, China’s build-up is not an immediate threat  to the security of the United States. It is, however, a potential threat to the security of the  United States. It must be therefore dealt with as a priority to make sure the security of the  US is not jeopardized. The response must be a rational response, as that is an assumption  of Neo-realism. A rational response will likely start with a verbal warning and a demand to cease  military buildup. This is a critical step where the US will need to use leverage of its

Build-up Response     3 economic impact on China. The response to this step is what will shape the complete  course of action that will take place. It is possible that this step will backfire if China  decides call-in its financial investments in the US treasury. Those investments are the  financial forces that are keeping the United States from “going under” in economic  speak. To avoid this backfire, the US treasury must start planning to close it debts with
