Democrats and Gun Control Graham Gillespie Position The Democratic Party supports strong enforcement of gun control laws, and has focused its efforts toward increasing the regulation of gun sales and restrictions. Legislation 1911 – New York State legislature passed the Sullivan Act, which is still enforced today. Sponsored by state senator Timothy Sullivan (D), this act requires licenses for New Yorkers to possess firearms small enough to be concealed. 1934 – Democratic-controlled Congress approved the National Firearms Act. This law, after being amended in 1938, set high tax on machine guns and sawed-off shotguns, required licenses for gun manufacturers and dealers, and banned gun sales to criminals. 1968 – Democratic-controlled Congress approved the Gun Control Act, which barred interstate firearms sales and sale of guns to criminals, “mental defectives”, or others. 1993 – Democratic-controlled Congress passed the Brady Handgun Violence Prevention Act, which established a five-day waiting period for buying guns to allow
