Tran 1 Thuan Tran Suna Ridouane English 1302 M/W @ 12:30 10/14/13 Homework Purpose: The writer’s purpose is to explain to the reader different explanations of child abuse while elaborating on different types of child abuse. Thesis: To prevent and respond to child abuse and neglect effectively, there needs to be a common understanding of the definitions of those actions and omissions that constitute child maltreatment. One strategy the writer uses is quoting from a federal source: The Child Abuse Prevention and Treatment Act (CAPTA). They have set standards for states to incorporate as the definitions of child abuse and neglect. “Any recent act of failure to act on the part of a parent or caretaker that results to death, serious physical or emotional harm, sexual abuse, or exploitation.” The writer also includes that the CAPTA enforces this rule by stating, “States must incorporate in their statutory definitions to receive Federal funds.” This is effective because the state enforces it as a law.
