How does one start to understand a policy outcome?  Article: Builds theory and tries to see how well it performs in real life circumstances. There seems to be a very important trade off Environmental protection versus economic prosperity o Jobs vs. clean water o Environmental protection has costs and benefits Benefits are diffuse Meaning everyone benefits Difficult because they are potential rather than realities o Economic Prosperity Concentrated cost for job loss Its hard to mobilize Validity and threats When and how people get mobilized What is industry’s threat? o Pick up and go Presumably to a jurisdiction where regulations would not be a  stringent. What is the environmental threat? o Its not as credible Not linked to an idea of mobility How does she develop a theory? o
