IMF/World Bank Proposal In my section of the IMF/World Bank assignment I will do a case study of one of the shortcomings of the IMF. The country I will use for this demonstration will be Zaire, now called the Democratic Republic of the Congo. Under the Mobutu administration the debt of Zaire increased from under half a billion dollars to over 12 billion. This was because of a mixture of carelessness by the IMF in their lending practices and failed fiscal management by the Mobutu administration. Both of these factors left the Democratic Republic of the Congo after Mobutus fall from power with massive debt and little progress to show from the loans taken by the previous administration.
