Oye’s Cooperation Theory In Practice: China and Sri Lanka’s Agreements In the September 18 th readings, Kenneth A. Oye proposes methods for the cooperation of nations. He outlines the circumstances favoring cooperation and explains strategies that actors can adopt. These strategies favor cooperation by adjusting circumstances in states’ negotiation processes. Oye begins explaining these strategies by stressing the importance of identifying a common good that the actors are seeking. He explains that mutual benefits may exist for the actors to participate in mutual cooperation versus mutual defection. In this situation, the common good can be interchanged with long-term benefits of negotiation of actors. For example, basic knowledge of the prisoner’s dilemma, stag hunt and chicken show that, in theory, if both sides in a two party relationship come to terms and sacrifice small gains in the present, they will experience larger gains in the future.
