Climate Change Justice--Eric Posner and David Weisbach December-05-13 11:08 AM Introduction Key elements of Posner and Weisbach's approach to climate change justice Looking forward, not backward: o Pragmatic and forward looking o Climate change negotiations should not be used to fix wealth inequalities between countries Trying to use climate change solutions that include distributive justice are far less feasible If the rich ask too much from the poor the rich will drag their feet Moral arguments that make sense for individuals do not always make sense for states o Climate change is a problem because it hurts people not because it hurts states o People are often not morally responsible for the harms that results from the policy of states International paretianism and the question of feasibility: o Principle of international paretianism: all states must believe that they are better off or not worse off by agreeing to a climate treaty o Feasibility rules our large redistributions of wealth but it does not rule out improvements in global welfare Each state wants to advance the welfare of its population Globally optimal emissions reductions and the problem of local variation o The global optimal temperature will be higher than the optimal temperature for some countries and lower than the optimal temperature for other countries The latter group will have to make side payments to the former group to get their cooperation o A climate treaty will create a surplus (climatic benefits minus the cost of abatement) which can be distributed ethically Chapter 1: Ethically Relevant Facts and Predictions Five Central lessons: 1.
