Planning, Programming, Budgeting, and Execution process (PPBE)Phase 5 of the Organizational Design and development continues with the Planning, Programming,Budgeting, and Execution process (PPBE). This is where the UIC specific authorization document isfinalized. The Army PPBE’s main objective is to establish, justify, and acquire the fiscal and manpowerresources needed to accomplish the Army’s assigned missions in executing the defense strategy utilizinga single year budget cycle. It has 3 Phases: Phase 1 as Planning managed by G3/5/7, determinerequirements and priorities for near term (next 5 years), Mid-term (6-10 years) and Far term (up to 20years), Phase 2 as the Programming phase, managed by G8, converts the plans into categories for budgetsubmission. This is where BCE3K budget can be postured to Congress say 15% budget increase due toincrease volatility on cyber and EW attacks with the assumed risk.
