Identifies time to complete the work (How long?) 3. Identifies a time-phased budget to complete a work package (Cost?) 4. Identifies resources needed to complete a work package (How much?) 5. Identifies a single person responsible for work (Who?) 6. Identifies monitoring points for measuring progress.(Control) The WBS should therefore be end-item output-orientated. The work breakdown structure provides a common framework for the natural development of the overall planning and control of a project and is the basis for dividing work into definable increments from which the statement of work can be developed, and technical, schedule, cost and labour hour reporting can be established.
