created in 1987. The main purpose of the program was negotiating the construction of a safe storage facility for any waste from nuclear usage. However, the goal for the establishment of the program overlaps others like the Defense Nuclear Facilities Board, the Nuclear Waste Technical Review Board among others (Henry, 2015). Further, the responsibilities of the program have been taken by other agencies in the government. However, while the office of the Nuclear Waste Negotiator is outdated and not required, over 1 million of taxpayers’ money is spent on the program each financial year. It follows that the program continues to survive perhaps due to vested interests by groups, lobbyists, and political pressure. Further, social effects of ending the program may also explain why it cannot be terminated despite its inefficiencies and lack of clear responsibilities (Henry, 2015). The stakeholders in the program, especially the politicians and other nuclear players do not want the program to be terminated because of several economic and strategic benefits to the industry.
