Although it has a number of ways to exercise power, civil society has arguably the weakest voice of the three main players. The government voice is well established (though some governments have a stronger voice than others), and it is widely agreed that major global corporations exert massive lobbying influence at both the national and IGO level. There is therefore a strong need for reform with regard to civil society, particularly in undemocratic states that may not be fairly represented by their governments in IGOs.
