The Health Insurance Council, formed in 2002, provides the guidelines in initiation of compulsory health insurance that is adopted in different and gradual phases. In the first phase, employers with more than 500 employees are required to pay insurance coverage for expatriates who work in their companies. This insurance covers even the family members depending on the foreign workers. Second phase applies to organizations with over 100 employees. With full implementation of the plan, all government ministries and businesses will be mandated to provide a basic benefit-level to all their employees. Also, the government plans on issuing a subsidy that covers the cost of insurance premium for Saudis in the public sector. Therefore, companies will need to obtain insurance for their employees. By implementing the national healthcare insurance program, the healthcare expenditures of the government will be reduced as there will be wage-based contributions facilitated by the insurance coverage premiums. Foreign workers have been required to obtain a health insurance on the third phase. Acquiring insurance covers enables the government to budget their annual healthcare expenditures, which may reduce the high costs of healthcare when the insurance companies introduce deductibles, co-payments, and application of review mechanisms. Healthcare insurance relieves the financial burden of offering free healthcare to all Saudi nationals and some expatriates working in the country. Moreover, this ensures following workers have access to medical care as well as enjoy the freedom of choice.
