The leaders thought that the end of slavery with the Thirteenth Amendment was not far enough. Congress extended the life of the Freedmen's Office to fight racial codes and, in April 1866, enacted the first Civil Rights Act, which defined the rights of African Americans. Although the Civil War was over, Southerners began to make it as if the african american population was still under their control. Most Americans did not believe enough was being done, so Congress passed the 14th Amendment. This amendment gave African American’s citizenship of the United States of America. With that amendment in place, Congress had ruled that the Black Codes were unconstitutional. Works Cited
