During the recent Solarplaza webinar with Dr. Oliver Massmann from international law firm Duane Morris, it was discussed intensely what opportunities await those that look for smaller (<30MW) projects. These projects offer similar incentives to large scale solar, while in this segment a project developer can avoid some of the pitfalls and red tape that surround the big projects. Especially when it comes to the permitting phases and dealings with EVN, there are compelling arguments to make a case for commercial development. White Paper Vietnam WWW.PVTRADEMISSIONVIETNAM.COM “According to Article 1.2 of Circular No. 56/2014/ TT-BCT promulgating methods to determine electricity generation price and examination steps of the PPA, the important requirement to negotiate with EVN is whether it is an on- grid or off-grid project. If it is an on-grid project with capacity of more than 30 MW or under 30 MW but voluntarily participating in the power market, the investor must negotiate with EVN.” This means that if the project is on the threshold of scales, there will be no requirement to negotiate with EVN and a developer deals mostly with officials and organizations on a local level. Furthermore there is great anticipation for the potential of the embedded generation market. With a net metering policy in the making it could be the next big thing in Vietnam. For the many (international) manufacturing firms present in Vietnam the opportunity for them to go green provides them with many benefits, including the avoidance of rising energy tariffs and the risk of power outages in the near future. Furthermore, many of the multinational companies with manufacturing facilities in Vietnam are setting goals on sustainability and corporate responsibility, which can be beneficially realized with solar installations. This could lead to the emergence of more rooftop projects, but also the potential for private PPAs will take the limelight. In particular, it opens up new business for IPPs that can cater to the need of creditworthy off-takers in the Vietnamese manufacturing industry. Want to learn more about Vietnam’s solar market?
