70 CUMBERLAND LAW REVIEW [Vol. 40:1 now, it will have to purchase them from foreign countries later. 450 By the end of 2008, a little-known Chinese car and battery maker, BYD Co., began selling plug-in hybrid electric vehicles, at least a year ahead of American and Japanese companies. 451 BYD capital- ized on electric cars’ low barrier to entry, as they have compara- tively few parts. 452 Further, BYD is the world’s second largest lith- ium-ion battery producer. 453 By late 2009, BYD planned to launch an all-electric car capable of traveling 180 miles on a single charge. 454 Fortunately, American companies are finally beginning to take action. Recently, fourteen American technology companies joined to develop advanced battery technology for electric cars. 455 The consortium seeks $1 billion in federal aid to build a domestic battery plant. 456 This battery consortium is a smart investment for the United States government, as the consortium will create domes- tic jobs, avoid favoring any one company, and help American com- panies catch up with Asian rivals. 457 There are several alternative-energy technologies that are vi- able in the near future. Plug-in hybrid electric vehicles are crucial in eliminating our foreign oil dependence.
