Most breed-specific legislation falls into the local law category. In some areas, it is illegal to allow your cat to run free in the neighborhood. Most urban and suburban areas have leash laws that require dogs to be on leash when off their own property. Tougher An ! -Cruelty Laws Abuse of animals can take many forms such as physical abuse (either intentional or unintentional) and mental abuse (also either intentional or unintentional). Active physical and mental abuse implies violence and cruelty. A much more common and insidious form of abuse is passive neglect or ignorance. The majority of animal cruelty cases probably fall into this category. An individual may not be actively trying to harm their animal, but their failure to provide basic care can result in injury, disease, suffering and death. Another type of abuse is commercial exploitation. In this case, the animal is being used or raised in a situation that is abusive, such as in a puppy mill or at a racetrack. Traditionally, animal cruelty carried very light punishments such as probation and fines, but criminals seldom spent time in jail. Over the last 10-20 years, however, much of this has changed and more attention is being paid to animal cruelty cases and imposing heavier sentences or more dramatic interventions for young offenders. One important reason for this is the now well-established link between violence against humans and violence against animals. Verifying this connection has caught the attention of law enforcement and legal officials. This link between human and animal violence was first discussed in relation to serial killers. As they developed more in-depth profiles of mass murderers such as Ted Bundy, David Berkowitz ("son of Sam"), Jeffrey Dahmer, Eric Harris and Dylan Klebold (The Columbine killers), experts found that a history of animal violence was often mentioned in their past.
