2017). During these negotiations toward peace, the USSR and US continued to develop more advanced nuclear technology. The political cartoon (see Appendix) represents a relatively accurate representation of this counteractive negotiation. The cartoon depicts President Carter and leader Brezhnev discussing the second SALT treaty while holding the US cruise missile and USSR Blackfire behind their backs . This cartoon exaggerates the mistrust of the two nations together during the tension of the cold war’s fourth decade, as both were ready for peace while preparing for war. While the UN did facilitate and approve these international treaties, as well as managing to significantly reduce MIRVs, ICBMs, further decreased ABM’s, and limited missile range, after multiple sessions of the conference on disarmament by the year 1979 only a draft of the disarmament treaty in which they had been working on since ’59 had been made. It wasn’t until the 1980’s that the UN disarmament committee began massive progression in deaccelerating the cold war and the nuclear threat. Throughout the 80’s and 90’s approximately 30% of the UN proposals that were adopted were about disarmament and increased international security ("Arms Regulation and

The mid to late 80’s were particularly productive, being able to lay the ground work for the turn of the century. The most productive of the proposals were the Treaty of Rarotonga and the INF treaty. These two treaties turned the Pacific Ocean and all of its coasts into a nuclear free zone and eliminated both nations short range and intermediate range missiles respectively ("Arms Regulation and Disarmament." United Nations , edited by Melissa Sue Hill, 14th ed., Farmington Hills, Gale, 2017). These treaties along with progressive rules and regulations explored by the conference on disarmament lead to great strides in the ending of the cold war between the United States and the now former USSR. Within the 1990’s, the conference on disarmament would continue to meet regularly in order to make sure that the regulations set in place in 1986 and ’87 were being properly managed as well as being enforced by UN surveyors and investigators from the United Nations general assembly. The last time this conference met, 1999, would be the last time that the UN would attempt to conference up until this day.
