Residents who wish to cultivate cannabis in home must comply with such requirements in order to gain the permit . Firstly, in terms of dwelling qualification, landlords must ensure that enough ventilation and fire protection system exists. The usage of “ventilation or air-filtration in the grow space (fans, etc.)” should be mandatory because “removing excess moisture and humidity” is necessary to minimize air quality concerns (Garis & Clare, 2015). cannabis growing equipment is identified as an electrical and fire risk, “larger circuit breakers” must be installed to avoid “power interruptions” and the risk of “explosion, shocks and overloads” (Garis & Clare, 2015). Secondly, to clear up tenant and landlord concerns, legal contract between residents must be required to obtain the license. For example, the document that contains the legal agreement would verify that both tenant and landlord approve to home cultivate cannabis. Furthermore, tenants must not be qualified to make any changes to the rental properties without landlord’s permission; this include should altering structures of the house and electrical system. Implementing the strict licensing regime and requirements for home cannabis cultivation not only protects public health and safety, but it could also sustain an amicable relationship between landlord and tenant. Since government is not providing clear information regarding the licensing regime for home cannabis cultivation, massive debate is going on within the citizens. People argue that implementation of a licensing policy for recreational personal cultivation is an unnecessary strain for the government and cannabis growers. Admittedly, the burden of Canadian residents applying for permission to personally cultivate cannabis could exist. Also, new department could be implemented to process personal cultivation license application and this administrative burden may seem unnecessary. However, these burdens just exist at the initial phase of implementation . Once residents go through the application process and obtain legal permit to cultivate, their bothersome task is done. When Bill C-45 come into force, government will expect a large population of potential cannabis growers to wait in line for the license application. In turn, government and administration would design the application process convenient and approachable as possible to ease the burdens of residents and speed up the process. The licensing application process would not be as troublesome and slow as people would imagine (Health Canada, 2016).
