Team West vs. Team East - France does whatever - Most of planet earth isn't represented by the P5 (problem) - For any resolution to pass. Must have 9/15 year votes and 0 veto votes. - Country can abstain from the vote. - These big powers balance each other so no major decisions happen. - UN Secretary is always a smaller neutral country. - There have been 5 countries tagged as new possible members of the council - Germany, Japan, India (20% of humanity - billion and a half people), Brazil, and South Africa. - US is fine with Germany and Japan being in P5 - Germany already sits in on important resolution votes. - P5+1 (Germany) - Chinese are against Japan on P5 council and China against India with friction. - Most member don't want to dilute their power. - US Buddies (Israel, Jordan, Saudi Arabia) - Russian and Chinese Buddies (North Korea, Burma) UN Playas & Haters - Specifically haters against P5 - P5 has ultimate power over 3 things 1. Establishment of any UN peacekeeping operations 2. International sanctions 3. Any real military actions - Team West (UN UK) - Team East (China Russia) - Middleman (France) - Generally Team West but not always - During Cold War the teams would veto each other. - First UN war: 1950-1953 Korean War - China and Russia most likely to veto, but did not.
