2009, p18 ). It has been observed that the increasing incidents of fraud and corruption have been left unabated with more cases of culprits not being held to account for wrong-doing. This increase of such cases undermines the achievement of the developmental objectives of local government, where corrupt activities divert the public purse for personal gain (COGTA 2009:10; Deloitte 2010:1). In counteracting the scourge of corrupt and fraudulent cases in Government as a whole, Parliament of the Republic has passed the amendments to the Public Audit Act, 2004 to grant the Auditor General’s office additional power to enforce its recommendations. It basically gives the Auditor-General’s Office more strength and ammunition to enforce consequence management and accountability. It is however yet to be seen from the 2019/20 financial year as to what extent shall the auditor-general use the additional power to correct the ongoing ills of the past. It is one area that requires close monitoring. Negative media reports have also made it evident that local government is not working properly, it is unaccountable to the citizens and thus failing the poor. There has been a series of reported cases on non-compliance with the laws of the country indicative of the total collapse in governance systems. The AGSA reported that out of local governments recently audited, 94% of the audit results were presented with material findings related to non-compliance with laws and regulations for 2011-12 financial year, a total of 90% was for the 2012-13 financial year whereas 79% was for 2013-14 (AGSA 2013a:58; AGSA 2014:42; AGSA 2015:9). This is indicative of a lack of effort or deficient leadership commitment to inculcate ethical behaviour and to tighten controls with effective systems controls. According to the report released by the AGSA for the financial year ended 30 June 2018, a large number of South Africa’s 257 municipalities are in a disastrous financial position, where only 33 (13%) are in full compliance with 16

the relevant legal requirements, and produced quality financial statements and performance reports. This is a direct indication that 87% of municipalities in the country are not doing well. The performance of public institutions is surely a matter of concern and the symptoms presented warrant deeper attention than just the face value of the problems presented. The treatment of the symptom may not be enough to deal with the actual origins of the problem as that may just pose as a temporary solution which may cause for the same problem to reoccur in the future.
