When one has enough numbers, then influencing the mind of the legislators can be very easy. This can involve the incorporation of stories from people infected with the virus and this will aid in influencing the policy development. Communication is paramount in this matter. Money This is the most critical lobbying stage that much term as challenging. Money is very critical in the development of the policy and therefore support from people of all walks of life is appreciated. Support from organizations supporting the prevention of HIV prevalence among the youths will be very beneficial in the development of this policy. This will call for financial support from organizations who understand the important of reducing the HIV prevalence Media The media shall be used to help in communication and educating the target market of HIV/AIDS prevention and management. Additionally, it shall be used to communicate all the information throughout the population. Additionally, mass media shall be used to support the efforts to advance health policies. It will also be used so that it can pile pressure on the policymakers through the mobilization of the community and improving news coverage of health issues among the African American. Ethical Issues The most substantial ethical issue of this project will be concerns of not reporting HIV positive tests. Since it is seeking an increase in the rates of testing across the state, then there will be a chance for them meeting the medical staff for counseling and treatment referral, education and to be signed for the free medication program. Another ethical dilemma is privacy and confidentiality of patient but this be maintained and withheld with all due diligence. There will be substantial communication throughout the state where flayers will be distributed increasing awareness of HIV/AIDS testing and treatment (Auerbach, Parkhurst & Cáceres, 2011). This will encourage individuals to move to the health facility of choice and get tested or register for free drugs. Additionally, there will educational programs in churches and other social places to educate the population so as to decrease stigmatization associated with HIV/AIDS. Conclusion Conclusively, the importance of making HIV drugs affordable to the African Americans who can barely afford the high cost of these medications is very important in improving their lives. Additionally, reducing the disparity or even dealing with the social determinates of health will be essential in dealing with an epidemic that has persistently affected high rates of African American.
